摘要
本文以2013年中央实施的第一批国家试点为研究对象,构建技术—组织—环境—资源四维分析框架,采用模糊集定性比较分析方法,选取7个解释要素探讨智慧城市高绩效建设的多重并发因果关系。研究发现,单一的发展要素无法构成引致智慧城市高绩效建设的必要条件,进一步的组态分析生成5条等效路径,具体归结为要素综合发展型、经济驱动下多重要素协同型和政府高度注意力下技术驱动型3种驱动模式。研究结果能够为不同特点的城市提供适用性的建设思路,同时也启示城市政府应针对当地的要素条件和比较优势与劣势开展策略组合性行动,强化政府注意力及持续配置。
The paper takes the first batch of national pilot projects implemented by the central government in 2013 as the research object,constructs a four-dimensional analysis framework of technology-organization-environment-resources,uses fuzzy-set Qualitative Comparative Analysis method,selects 7 explanatory elements to explore the multiple concurrency of high-performance construction of smart cities causal relationship.The study shows that a single development element cannot constitute a necessary condition for the high-performance construction of a smart city.Further configuration analysis generates 5 equivalent paths,which are specifically attributed to the three modes including the comprehensive development of elements,the multi-factor synergy driven by the economy,and the high government attention driven by the technology.This paper provides suitable construction ideas for cities with different characteristics,and also enlightens that city governments should carry out strategic combination actions based on local factors,conditions and comparative advantages and disadvantages,and strengthen government attention and continuous allocation.
