“十四五”时期,中国竞技体育将进入由改革发展向高质量发展转型的重要时期。立足新发展阶段中国经济社会发展的新环境,系统分析竞技体育发展面临的新形势,深度阐释竞技体育发展的新机遇、新挑战,全面梳理竞技体育的发展思路、发展方式和发展目标,统筹谋划竞技体育发展的重大任务和重大工程,对于全面提升竞技体育综合实力和为国争光能力具有现实意义。“十四五”时期,从国际形势来看,新冠肺炎疫情对世界格局和国际秩序产生了深刻影响,全球经济低迷,重大传染性疾病等不安全因素的威胁持续蔓延,对世界竞技体育发展格局产生了新的影响,增加了风险性和不确定性。从国内形势来看,我国经济将由高速增长转向高质量发展,一系列经济社会改革和重大战略举措使竞技体育发展面临新的挑战,对其综合功能和多元价值提出更高要求,竞技体育将进入改革任务更重、开放程度要求更高、发展难度更大的攻坚期。“十四五”时期要深挖竞技体育的带动和引领功能,推动竞技体育与经济社会融合发展;发挥“新型举国体制”优势,建立政府主导型治理新机制;打造政府和社会力量多元主体参与的重大体育赛事备战新模式,提升训练参赛的智能化水平;着力化解竞技体育结构性矛盾,推动竞技体育加快向高质量发展方式转型。

During the“14th Five-Year Plan”,competitive sports will enter an important period of transition from reform and development to high-quality development.Based on the new environment of China’s economic and social development in the new development stage,this study has conducted a systematic analysis of the new situation facing the development of competitive sports,deeply explained the new opportunities and challenges,comprehensively summarized the development ideas,development methods and development goals of competitive sports,and planned the major tasks and major projects as a whole for the development of competitive sports,which are of practical significance for comprehensively improving the comprehensive strength of competitive sports and the ability to win glory for the country.During the 14th Five-Year Plan,the outbreak of COVID-19 has a profound impact on the world structure and international order.The global economic downturn,the threat of major infectious diseases and other unsafe factors continue to spread,which has a new impact on the development pattern of world competitive sports,increasing the risk and uncertainty.From the domestic situation,China’s economy will change from high-speed growth to high-quality development.A series of economic and social reforms and major strategic measures will make the development of competitive sports face new challenges,and put forward higher requirements for its comprehensive functions and multiple values.Competitive sports will enter a crucial period with heavier reform tasks,higher requirements for opening up and greater development difficulties.During the“14th Five-Year Plan”period,it is necessary to dig deeper into the driving and leading function of competitive sports,and promote the integrated development of competitive sports and economic society;give full play to the advantages of the“new national system”,and establish a new government-led governance mechanism;create a new model of major sports events preparation with the participation of multiple subjects of government and social forces,and improve the intelligence level of training competition;focus on resolving structural contradictions in competitive sports,and promote the accelerated transformation of competitive sports to a high-quality development mode.
