技术是现代社会基层治理的重要变量。技术与基层治理在供需适配中实现价值共创,技术治理的替代效应和互补效应有助于基层减负。基层治理中由不同参与主体的供需构成的丰富多样的组合体现了基层工作的负担,执行这些组合需要克服“摩擦力”,付出必要的成本。新技术嵌入基层治理,为减少基层工作负担重构业务流程,推动基层工作在量的维度上做“减法”,质的维度上做“加法”。在新技术运用于基层工作的过程中要注重整合协调、循序渐进、软硬兼施。

In a modern society,technology is a significant variable of grass-roots governance.Technology and grass-roots governance achieve value co-creation in the adaptation of supply and demand,because the substitution and complementary effects of technological governance can help the grass-roots to reduce burdens.The rich and varied combinations of supply and demand of different participants in grass-roots governance reflect the burden of grass-roots work.The implementation of these combinations requires grassroots governance to overcome the“friction”and pay costs.New technology embedded in grassroots governance will restructure the service procedure to reduce the burden of grassroots work,and help to reduce quantity while improving quality for the grassroots work.In the process of applying new technologies to grassroots work,it is necessary to focus on integration and coordination,gradual progress,as well as the flexible application of various tactics.
