债务化解视角下城市基础设施投融资体系重构研究--基于宁波市的调研

Urban Infrastructure Investment&Finance System Framework Reconstruction Under the Background of Local Debt Elimination:Case Study of Ningbo

在介绍地方债务化解进展的基础上,提出了“融资主体—融资渠道—还款来源—增信措施—国资体系”五位一体新型基础设施投融资体系。并以宁波市为例,分析了新时期基础设施投融资需求与面临的问题,总结了宁波市破解基础设施投融资困境的五个成功案例,提出了基础设施投融资体系重构的有效路径。其主要包括:打造市场化城市综合服务商、拓展多元融资渠道、创新构建综合还款来源、推进增信体系转型、建立新型国资国企体系。

Based on the brief introduction of recent progress of local debt elimination,a new“five--in-one”infrastructure investment&finance(IIF for short)system was proposed,including financing sub-ject,financing channel,repayment resources,credit enhancement measures and state--owned property management system.The paper selected Ningbo as a sample,and analyzed the financing demand as.well as existing problem of IIF.The successful methods to solve the problems of IIF in Ningbo were summarized,and the countermeasures to innovate China IIF system were raised,such as establishing market--oriented comprehensive facilitator,expanding diversified financing channels,building com-pound repayment sources,transforming guarantee system,and setting a new system of state-owned assets and enterprises.
