云南省的清洁能源占比高、电源与负荷逆向分布,在可再生能源消纳、市场放开程度等方面积累丰富经验,其改革路径与经验对其他省份具有重要借鉴意义。以云南最新的电网运行与市场建设情况为背景,总结云南省的改革历程与实践经验。首先,介绍云南电力市场概况,以交易品种、市场主体变化为主线,梳理云南电力市场发展历程;然后,介绍云南交易模式及机制,分析包括激励机制、多能协同在内的云南市场化交易的创新机制设计;最后,结合实际情况,提出未来云南完善中长期交易机制、推进现货市场、探索零售市场的相关建议。

Due to the high renewable penetration and reverse distribution of load and energy,Yunnan Province is in the forefront of the country in terms of renewable energy consumption and market participation.Therefore,the path and experience of Yunnan Province has important implications for other provinces.By taking the state quo of power grid operation and electricity market construction in Yunnan Province as background,we summarized the reform history and practice experience of Yunnan Province.Firstly,the general situation of Yunnan electricity market is introduced,and the development process of Yunnan electricity market is analyzed with the trading varieties and changes of main market players as the main line.And then,based on the existing trading model and mechanism of Yunnan Province,the innovative mechanism design of Yunnan market trading,including incentive mechanism and multi-energy complementarity,is analyzed.Finally,based on the actual situation,we put forward relevant suggestions for Yunnan to improve the mid-to-long-term trading mechanism,promote the spot market,and explore the retail market in the future.
