The theoretical innovation of the Communist Party of China guide the development of emergency management practice, and is the spiritual foundation of enabling emergency management. The Deng Xiaoping Theory, the important thought of "Three Represents", the Scientific Outlook on Development, and Xi Jinping’s thought on Socialism with Chinese characteristics for a new era have been helping us understand the common rules of governing the development of emergency management. Under the guidance of the theory of socialism with Chinese characteristics, great progresses have been made in the innovation of China’s emergency management system, and the modernization of emergency management system and capabilities has been promoted. In turn, the practice of emergency management has continuously enriched and developed the party’s theoretical treasure-house. The mechanism of the Party’s theoretical innovation leading the development of emergency management is a typical "theory-practice" relationship.
