作为应急管理学独特方法论的突发事件快速响应研究

Quick Response Study to Emergencies(QRSE)as the Unique Methodology of Emergency Management Discipline

应急管理学是面向风险社会的跨学科知识体系,是应急管理学科可持续发展的基础。应急管理学科设立之后,人才培养和课程教学的重要性凸显。其中,方法论的教学对于增强学生的理论创新能力至关重要。突发事件快速响应研究是应急管理学的独特方法论,是对社会学灾害田野研究的进一步发展,可扩展至"集体行为-实地田野""集体行为-网络田野""集体认知-实地田野"和"集体认知-网络田野"四种类型。自2003年"非典"之后,在重大突发事件的驱动下,基于中国情境的突发事件快速响应研究已经得到一定程度的发展。从未来发展趋势看,突发事件快速响应研究需要建立伦理规范,加强对政府行为数据的及时获取和分析,在课程体系和教学内容中进一步凸显其重要性。

The knowledge of emergency management is an interdisciplinary system oriented to the risk society,and it is the foundation for the sustainable development of the emergency management discipline.After the establishment of the new discipline,the importance of professional training and course teaching became prominent.Among them,the teaching of methodology is essential for enhancing students’theoretical innovation ability.The QRSE is a unique methodology of emergency management.It is a further development of sociological disaster field research.It can include four types:1)collective action-site field;2)collective action-network field;3)collective cognition-field;and 4)collective cognition-network field.Since the SARS Epidemic in 2003,driven by major emergencies,rapid response research based on the Chinese context has developed to a certain extent.From the perspective of future trends,China’s QSRE requires the establishment of ethical norms,strengthening the timely acquisition and analysis of government behavior data,and further highlighting its importance in the curriculum system and teaching content.
