摘要
我国公立医院自2006年以来按照事业单位人事制度改革要求,实施岗位管理制度和岗位绩效工资制度,近年来运行较为平稳。但是岗位数量不合理、结构失调、薪酬水平低下,保障功能不足等弊端逐渐显现。随着公立医院科学化、精细化管理改革的推进,亟需建立完善一套符合行业特点,"按需设岗、以岗定薪"的岗位管理和岗位薪酬制度。文章立足当前问题,参考国内外医院岗位管理和薪酬改革实践经验,结合课题组调查研究,提出完善公立医院岗位管理和薪酬分配制度的建议。
Since 2006,the public hospitals in China have implemented post setting and post performance salary system according to the requirement of revolution of human resource system in public institutions.However,some relevant disadvantages have exposed recently such as the shortage of post numbers,the disorder of post construction,as well as the low level of salary and insufficient security functions etc.With the advancement of scientific and refined management reform in public hospitals,it is urgent to establish and improve a set of post management and post salary system.Based on the current problems,referring to the practical experience home and abroad,combined with the investigation and research of the research group,it puts forward some suggestions to improve the post management and salary distribution system of public hospitals.
