国家治理现代化视域下健全宏观调控制度体系的进路

The Way to Improve the Government Macro-Control System from the Perspective of National Governance Modernization

国家治理体系和治理能力现代化的总目标对我国政府宏观调控体系和调控能力提出了新要求,而调控体系和调控能力现代化的制度保障必然是标准更高、更健全的法治化,其最终落实于健全我国宏观调控的制度体系。现代化的宏观调控制度体系建设,应当始终沿着"权力分配制度-决策程序制度-决策失灵的法律控制制度-运行效果的评估制度-监督制度-救济制度"的体系化和体系内各部分内容的科学化两条进路展开。另外,这两条进路呈现出宏观体系与微观制度之间互动、协调和相互促进的关系,而两者关系中的动态演进对保障政府宏观调控的现代化具有根本意义。

The overall goal of the modernization of the national governance system and governance capacity makes new requirements on the government’s macro-regulation system and regulation capacity,and the institutional guarantee for the modernization of the regulatory system and regulatory capabilities is bound to be a higher standard and a more perfect rule of law.The final implementation of the macro-regulation legalization lies in the improvement of China’s macro-regulation institutional system.The construction of a modernization macro-control institutional system should always follow"power distribution system-decision procedure system-legal control system for decision-making failure-evaluation system for operation effect-supervision system-relief system"systemization and the scientific of each part of the system,these two approaches unfold at the same time.Additionally,these two approaches show the relationship of interaction,coordination and mutual promotion between the macro system and the micro system,and dynamic evolutions in this relationship is fundamentally significant to ensure the modernization of government macro-regulation.
