摘要
本文基于SBM超效率模型测算2004~2019年长江经济带沿线省份的生态福利绩效,利用空间杜宾模型实证分析环境规制对长江经济带生态福利绩效的空间效应。研究发现:长江经济带生态福利绩效总体水平较高,上中下游区域的生态福利绩效有显著差异,并呈现下游、中游、上游依次递减的分布状态;长江经济带的生态福利绩效存在正向空间自相关性,形成了下游为主的高水平区域,上游为主的低水平区域;环境规制对长江经济带生态福利绩效存在正向促进作用和负向空间溢出效应;外资利用、经济发展和产业结构对长江经济带生态福利绩效存在空间效应。鉴于此,应通过环境协同治理、提高要素使用效率、提升利用外资质量等措施,以促进长江经济带生态福利绩效的提高。
Based on the SBM super efficiency model,this paper estimates the ecological welfare performance of provinces along the Yangtze River Economic Belt from 2004 to 2019.The spatial Durbin model is used to empirically study the spatial effects of environmental regulation on the ecological welfare performance of the Yangtze River Economic Belt.The results show that:the overall level of ecological welfare performance of the Yangtze River Economic Belt is relatively high,there are significant differences between the upper and middle reaches of the region in terms of ecological welfare performance,and shows decreasing state in turn of the downstream,middle and upper reaches.Environmental regulation has positive effects and negative spatial spillover effects on the eco welfare performance of the Yangtze River economic belt.There are spatial effects of foreign capital utilization,economic development and industrial structure on ecological welfare performance.In view of this,we should strengthen the coordination of environmental governance,improve factor utilization and the quality of FDI so as to promote the improvement of ecological welfare performance in the Yangtze River Economic Belt.
