要素市场化配置下国企混合所有制改革的创新驱动路径

The Innovation Drive of Factor Market Allocation to the Reform and Development of Mixed Ownership of State Owned Enterprises

要素市场化配置是国企混合所有制改革的有效驱动力,可实现优质要素聚集,促进企业多维度创新发展。但是,目前要素市场化配置在推动国企混合所有制改革过程中,仍面临来自政策制度、实践操作和国资监管层面的现实困境。本文通过解析要素市场化配置推动国企混合所有制改革的动力机制,提出资本要素"引"+"混"、劳动力要素"选"+"配"、技术要素"研"+"转"、数据要素"创"+"融"的创新思路,并从营造良好政策制度环境、深化国资监管体制改革、升级混合所有制方式出发,提出驱动国企混合所有制改革的创新发展路径。

The market-oriented allocation of factors is an effective driving force to promote the mixed ownership reform of state-owned enterprises,which can realize the aggregation of high-quality elements and promote the multi-dimensional innovation and development of enterprises.But at present,in the process of promoting the mixed ownership reform of state-owned enterprises,the market-oriented allocation of factors still faces practical difficulties from the aspects of policy system,practical operation and state-owned assets supervision.By analyzing the market-oriented allocation of factors to promote the dynamic mechanism of state-owned enterprises mixed ownership reform,this paper proposes that"guidance"+"mixing"of capital elements,"selection"+"distribution"of labor factors,"research"+"transformation"of technical elements,and"innovation"+"integration"of data elements.Starting from creating a good policy and institutional environment,deepening the reform of the state-owned assets regulatory system,and upgrading the mixed ownership method,this paper further points out the innovative development path that drives the mixed ownership reform of state-owned enterprises.
