政府购买养老照护志愿服务绩效评价的问题及发展建议

Problem and Suggestion on Government Purchase of Performance Appraisal of Senior Care Volunteer Service

绩效评价能够科学、客观展现养老照护志愿服务价值,为政府购买服务提供参考依据。基于对江苏省购买养老照护志愿服务项目绩效评价实践研究的总结,讨论了当前政府购买养老照护志愿服务绩效评价在评价主体、评价工具、评价结果应用、评价环境保障各方面存在的困境。尝试提出了构建评价主体的多元化参与机制;加强评价方式的规范化、制度化、系统化建设;实现评价结果的公开与有效应用;建立合法化与社会化评价环境保障的对策建议,以促进政府购买养老照护志愿服务绩效评价的有效开展。

Volunteer service for the elderly can be scientifically and objectively valued by performance appraisal(PA)which provides reference for the government purchase of the service.The paper illustrates PA problems in evaluation subjects,tools,result application,and environmental guarantee based on the practical research of Jiangsu Province purchase of senior care volunteer service program.To accelerate the development of PA in government purchase of senior care volunteer service,some suggestions are put forward,including constructing the diversified participation mechanism of the evaluation subject,strengthening the standardization,institutionalization and systematization of evaluation methods,realizing the open and effective application of evaluation results,and establishing the environmental guarantee of legalization and socialization evaluation.
