高校政府采购与招投标难点探讨与质疑投诉分析

近年来国家不断调整并出台适应时代发展的采购新政策、新法规,高校政府采购行为更加规范,采购效率得到提高。但是高校的职能也决定了其政府采购活动具有独特性。当前高校政府采购的问题主要集中在政府采购预算管理难以满足高校基础设施建设和高水平教学科研发展需要,高科技教学仪器设备技术指标复杂带来的采购需求确定上的困难及供应商诚信管理等方面。从政府采购预算管理机制和高校采购特点之间的矛盾、供应商统一信用评价体系的缺失、采购需求的复杂性和多样性、项目履约验收环节重要性被忽视和供应商质疑投诉等五个方面,探讨分析高校采购管理工作中面临的难点和挑战。

The government has constantly adjusted and promulgated new policies and regulations in procurement recently. The government procurement behavior in universities has become more standardized, and the procurement efficiency has been improved. However, the functions of universities also determine the uniqueness of their government procurement activities. At present, the problems of government procurement in universities mainly focus on the difficulties of budget management to meet the needs of high-level teaching and scientific research development, the difficulties in determining the procurement needs caused by the complex technical indicators of high-tech teaching instruments and equipment, and the suppliers’ integrity. This paper discusses and analyses the difficulties and challenges faced by university procurement management from five aspects: the contradiction between government procurement budget management mechanism and university procurement characteristics, the lack of a unified supplier credit evaluation system, the complexity and diversity of procurement needs, the neglect of the importance of project performance and acceptance, and the supplier’s queries and complaints.
