高等学校党组织是中国共产党组织系统的重要组成部分,如何正确认识高等学校党组织整体功能的内涵实质并有效发挥其作用,对党的高等教育事业发展和人才强国战略具有推动作用。新时代发挥高校党组织的整体功能,要梳理目前高校党组织发挥功能的经验做法,分析影响高校党组织发挥整体功能的因素,进而提出加强高校发挥党组织整体功能的对策和思考。此方面研究,在党中央对基层党组织功能定位的继续深化的新时代背景下,具有深刻的政治背景和跨时代意义。

The party organization in Colleges and universities is an important part of the organizational system of the Communist Party of China.How to correctly understand the connotation and essence of the overall function of the Party organization in colleges and universities and effectively play its role will promote the development of the Party’s higher education and the strategy of strengthening the country with talents.To give full play to the overall function of the Party organization in colleges and universities in the new era,we should sort out the current experience and practice of the Party organization in colleges and universities,analyze the factors that affect the Party organization in colleges and universities to give full play to the overall function,and then put forward the countermeasures and thinking of strengthening the Party organization in colleges and universities to give full play to the overall function.Under the background of the new era in which the Party Central Committee continues to deepen the functional orientation of grass-roots Party organizations,this research has profound political background and cross era significance.
