基于自由贸易港视域下离岸人民币结算中心建设研究

海南自由贸易港建设是推动我国高水平开放型经济发展的重要举措,将离岸人民币结算中心建设纳入自由贸易港建设是重要路径。现实资料和大数据分析都表明:海南具备建立离岸人民币结算中心的条件,在海南建设离岸人民币结算中心,不论是政策上,还是地理上,都是明智的选择。海南要成功建设离岸人民币结算中心,就必须借鉴中外历史经验,实行制度隔离,即金融市场制度隔离、税收制度隔离、业务制度隔离和监管制度隔离,以确保离岸人民币结算中心的低风险和高效运转。研究得出,建立海南离岸人民币结算中心必须抓好时机、发挥好优势、制定好对策。

The construction of Hainan Free Trade Port is an important move to promote the development of Chi⁃na’s high-level open economy,and it is an important path to incorporate the construction of offshore RMB settle⁃ment center into the construction of free trade port.Actual data and big data analysis both show that Hainan has the conditions to establish an offshore RMB settlement center,and it is a wise choice to build an offshore RMB settle⁃ment center in Hainan,both in terms of policy and geography.To successfully build an offshore RMB settlement cen⁃ter in Hainan,we must learn from Chinese and foreign historical experiences and implement system isolation,name⁃ly financial market system isolation,tax system isolation,business system isolation and supervision system isolation,so as to ensure the low-risk and efficient operation of the offshore RMB settlement center.The enlightenment of the research conclusion is that there is a must to grasp the opportunity,give full play to its advantages and formulate countermeasures for the establishment of Hainan offshore RMB settlement center.
