国际经验视角下福建省自由贸易港建设路径研究

Research on the Construction Path of Fujian Free Trade Port from the Perspective of International Experience

打造自由贸易试验区升级版,探索建设自由贸易港是新时代福建改革发展的历史使命。福建探索建设自由贸易港,有利于搭建祖国大陆与台湾经济联系新的桥梁,有利于为海峡西岸经济区建设培养新的抓手,有利于为福建建设“21世纪海上丝绸之路核心区”构筑新的平台,有利于为福建生态文明示范区建设培育新的基地。通过分析福建自由贸易港建设基础条件和功能定位基础,比较五个国际典型自由贸易港建设路径的同质性经验,从贸易便利化、投资自由化、金融国际化、法治体系化、监管全面化五个路径探索建设福建自由贸易港。

The historical mission of Fujian’s reform and development in the new era is to build an upgraded version of the pilot free trade zone and explore the construction of a free trade port.The construction of a free trade port in Fujian is conducive to building a new economic bridge between the mainland of China and Taiwan,cultivat⁃ing a new“handle”for the construction of the Economic Zone on the western side of the Straits,building a new platform for Fujian’s construction of“the Core Area of the 21st Century Maritime Silk Road”,and cultivating a new base for the construction of ecological civilization demonstration zone in Fujian.By analyzing the basic condi⁃tions and functional orientation of Fujian free trade port construction,and comparing the homogeneity experience of construction paths of five typical international free trade ports,this paper explores the construction of Fujian free trade port from the five paths of trade facilitation,investment liberalization,financial internationalization,systematic rule-of-law,and comprehensive regulation.
