高质量发展引领下山西省农业生产效率评价——基于粮食产销平衡区省域的比较

Evaluation on Agricultural Production Efficiency of Shanxi Province under the Drive of High-quality Development—Based on the Comparison of Provinces from Grain Production and Distribution Balance Districts

剖析高质量发展对山西省农业投入要素配置及其效率的要求,对于探寻山西省农业投入效率提高的现实途径以及制定推进山西省供给侧改革相关农业政策具有重要的理论和现实意义。以投入导向运用三阶段DEA模型测算高质量发展引领下2017年山西省农业生产效率,并将其与粮食产销平衡区的其他省域进行对比。结果表明,高质量发展引领对山西省农业生产经营效率影响显著;山西省农业生产效率水平不高,效率提升任务艰巨。以上结论蕴含的主要启示有科学评价山西省农业生产效率是推动其高质量发展的关键和重点;立足粮食功能区定位制定山西省农业生产效率提升路径是推动其高质量发展的着力点;改善高质量发展引领环境是其效率优化路径制定的重要突破口;强化农业生产主体高质量发展需要是其效率持续优化的不竭动力。

Analyzing the requirements of high-quality development on the allocation of agricultural input factors and its efficiency in Shanxi province is of great theoretical and practical significance for exploring the practical approaches to improve the efficiency of agricultural input and for formulating and promoting the supply-side reform related agricultural policies in Shanxi province.The agricultural production efficiency of Shanxi province in 2017 under the drive of high-quality development was calculated by using the three-stage model of DEA,and it and the other provinces of grain production and distribution balance districts was compared.The result showed that the guidance of high-quality development had a significant impact on the agricultural production and operation efficiency of Shanxi province.The level of agricultural production efficiency in Shanxi province was not high and the task of efficiency improvement was arduous.The implications of the above conclusions showed that scientific evaluation of agricultural production efficiency in Shanxi province is the key focus of promoting its high-quality development.Based on the orientation of grain functional area,the improvement path of agricultural production efficiency in Shanxi province is the key point to promote its high-quality development.Improving the leading environment of high-quality development is an important breakthrough for optimizing the path of agricultural production efficiency.It is an inexhaustible driving force for the continuous optimization of agricultural production efficiency to strengthen the high-quality development of agricultural producers.
