全民健身背景下社会体育组织发展研究

Research on the Development of Social Sports Organizations under the Background of National Fitness

随着体育强国的提出和全民健身的普及,社会体育组织受到广泛关注,但社会体育组织的发展还存在许多困境,为寻求解决这些困境的路径,作者采用文献资料法等研究方法,以社区体育发展困境为切入点,探索社区体育组织的发展.针对社区体育组织发展的困境提出相应的解决路径:完善顶层设计,重塑思维与服务理念;优化制度成长环境,增强主体性培育;加强人才队伍专业化建设,提高自主自治能力;完善内部治理机制,增强社会公信力.社区体育组织作为政府职能角色的承接者,是体育供给服务的重要组成部分之一,要提高社会和政府协同发展社区体育的能力,多主体共同发力,促进社区体育组织健康有序地参与全民健身公共服务体系.

Community sports organization,as the undertaker of the role of government function,is one of the important parts of the service supply,and is the backbone of the construction of sports public service system.Community sports organizations have the function of integrating community sports resources,undertaking sports public services,and safeguarding residents’fitness rights and interests.At present,there are still many difficulties in the development of community sports organizations:lack of social capital stock,difficulty in integrating resources,prominent political and social dependence status,insufficient development of subjectivity,insufficient ability of specialization and socialization,lack of service motivation,lack of public supervision and evaluation,and urgent improvement of social credibility.In view of these dilemmas,the corresponding solution path is put forward:perfecting the top-level design,reshaping the thinking and service concept,optimizing the system growth environment,enhancing the cultivation of subjectivity,strengthening the professional construction of the talent team,improving the ability of self-autonomy,perfecting the internal governance mechanism and enhancing the social credibility.
