国际航运中心高质量发展的内涵与路径——以大连为例

Connotation and Path of High-Quality Development of International Shipping Center: Taking Dalian for Example

习近平总书记指出:"经济强国必然是海洋强国、航运强国",纵观当代的经济强国,没有一个不是海洋强国、航运强国,推动高质量发展是建设经济强国的根本要求,但我国与世界航运强国相比还存在一定的差距,必须加快推动航运业高质量发展,实现由航运大国到航运强国的跨越升级。本文从国际航运中心和高质量发展两个方面分析,一方面细分了国际航运中心的构成要素,从绿色、创新、协调、开放、共享、安全六个维度梳理了航运中心高质量发展的内涵;另一方面借鉴GAWC网络法和社会网络分析方法构建中国大陆航运中心网络,找出大连国际航运中心当下的定位,探讨推动其高质量发展的战略选择,提出相关对策建议。

General Secretary Xi Jinping pointed out: "Economic power must be a maritime power and a shipping power". For a general survey of the contemporary economic powers, no economic power is not a maritime power or a shipping power.Promoting high-quality development is the fundamental requirement for building an economic power. However, compared with the world′s shipping powers, we still have a big gap. We must accelerate the high-quality development of the shipping industry and achieve a leap-forward upgrade from a large shipping country to a shipping power. This article analyzes the two aspects of international shipping center and high-quality development. On the one hand, it subdivides the constituent elements of international shipping center, and combs the connotation of high-quality development of shipping center from the six dimensions of green, innovation, coordination, openness, sharing and security. On the other hand, it draws on the GAWC network method and the social network analysis method to build the China′ s shipping center network, finds out the current positioning of the Dalian International Shipping Center, explores strategic options for promoting its high-quality development, and puts forward relevant countermeasures and suggestions.
