闵行区关于修正的《上海市公共场所控制吸烟条例》集中贯彻实施后效果评估

Evaluation on implementation of revised Shanghai regulation on smoking control in public places in Minhang District

目的了解上海市闵行区室内禁烟执行和成年居民禁烟知晓情况,评估修正的《上海市公共场所控制吸烟条例》集中贯彻实施后的效果。方法采用多阶分层抽样的方法,选取上海市闵行区1688名18岁及以上常住居民为调查对象,进行关于室内禁烟执行及居民知晓情况调查。采用SPSS 16.0软件进行数据分析。结果常住成年居民室内禁烟知晓率为86.43%,男性高于女性,差异有统计学意义(χ^(2)=13.36,P<0.01),随着年龄分组递增知晓率降低呈线性趋势(χ^(2)=5.86,P=0.02)。94.19%的调查对象明确支持室内禁烟。24个重点场所二手烟暴露率为24.71%,二手烟暴露前5位场所为酒吧或夜总会、公共汽车等候区、长途汽车等候区、餐厅、火车等候区。结论闵行区《条例》修正集中贯彻实施后有一定的成效,但加强部分重点场所的识别且采取适宜的宣教措施仍不可或缺。

Objective To evaluates the impact of the revision of the Shanghai regulation on smoking in public places after centralized implementation,in Minhang District.Methods 1688 eligible subjects with age of 18 years old or above were obtained in a multi-level stratified sampling survey,in Shanghai.SPSS 16.0 were carried out for statistical analysis.Results The awareness proportions of the revision of the regulation were 86.43%,male was higher than female(χ^(2)=13.36,P=0.001),while the proportion was increased with ages(χ^(2)=5.86,P=0.02).The supported rates of no smoking rule in indoor area was 94.19%in the subjects.Otherwise the total smoking rates in 24 no smoking seats was 24.71%,the top five places were bars/nightclubs,bus waiting area,intercity bus waiting area,restaurants,train waiting area.Conclusion The implementation of the revised regulation has produced some positive effects in Minhang District,but appropriate education is still needed in some types of the places.
