依据《中小学校传染病预防控制工作管理规范》对中小学传染病管理工作状况调查

Investigation on the Management of Infectious Disease in Primary and Secondary Schools Based on Regulation of Infectious Diseases Prevention and Control in Primary and Secondary Schools

目的依据《中小学校传染病预防控制管理工作规范》对中小学传染病管理工作状况进行调查。方法采用整群随机抽样法,抽取辽宁省、广西、云南省、江苏省、北京市和重庆市共6个省市的757家卫生监督、疾病预防控制、中小学卫生保健等机构及学校。调查中小学传染病管理工作状况。结果被调查的555所学校中,有91家没有设立校内医疗保健机构,占16.4%。设立校内医疗保健机构的464家学校中,设立校医院的有4家,设立门诊部的有2家,设立医务室的有217家,有241家设立保健室。被调查555所学校中,有241家学校未配备卫生专业技术人员,占43.42%。配备卫生专业技术人员的314家学校中,配备1名卫生专业技术人员有167家,配备2~4名卫生专业技术人员有136家,配备5人以上的有11家。满足校内卫生专业技术人员配备要求的学校有314家,仅占被调查学校的56.58%。被调查的555所学校中有4家学校“未明确传染病疫情报告人”或“不清楚”,占0.72%。被调查的555所学校“学生免疫规划管理制度”的执行情况较差,有52所学校未建立落实该制度,占9.4%。结论学校卫生专业技术人员配备不足,传染病管理工作制度建立与落实还需进一步加强。

Objective To investigate the status of infectious disease management in primary and secondary schools according to the " management standard for prevention and control of infectious diseases in primary and secondary schools".Methods Cluster random sampling was used to select 757 health supervision,disease prevention and control,primary and secondary health care institutions and schools in Liaoning,Guangxi,Yunnan,Jiangsu,Beijing and Chongqing,the management of infectious diseases in primary and secondary schools was investigated.Results Of the 555 schools surveyed,91 schools did not set up on-campus medical and health institutions,accounting for 16.4%.Of the 464 schools with on-campus health care institutions,4 have set up campus hospitals,2 have set up outpatient departments,217 have set up medical rooms and 241 have set up health care rooms.Of the 555 schools surveyed,241 were not equipped with health professionals,accounting for 43.42%.Among the 314 schools equipped with health professionals,167 schools equipped with 1 health professional and technical personnel,136 schools equipped with 2-4 health professional and technical personnel,and 11 schools equipped with more than 5 people.There were 314 schools that met the requirements for the provision of health professional and technical personnel,accounting for only 56.58% of the surveyed schools.Among the 555 schools surveyed,4 schools were " did not specify the communicable disease epidemic reporter" or "unclear",accounting for0.72%.The implementation of " student immunization program management system" in 555 schools surveyed was poor,with 52 schools did not establish and implement the system,accounting for 9.4%.Conclusion The school health professional and technical personnel is insufficient,and the establishment and implementation of infectious disease management system need to be further strengthened.
