公共场所告知承诺制实施后事中事后监管现状调查分析

Investigation and Analysis of the Status Quo of Interim and Ex-post Supervision After the Implementation of the Notification and Commitment System in Public Places

目的调查分析公共场所告知承诺制实施后事中事后监管情况,总结经验、查找不足,提出改进意见和建议。方法采用问卷形式对全国16个省市抽取的162个卫生健康监督机构和1382个公共场所经营单位进行调查。结果被调查地区告知承诺制实施后事中监管总体情况较好,但亟需补齐短板;事后监管推进吃力,亟待完善相关配套措施。结论应通过加强许可审批和监管部门沟通衔接、加快信用体系建设、明确撤销许可流程、加强基层监督机构队伍建设、建立交流平台等方式为加强告知承诺制实施后事中事后监管提供支撑和保障。

Objective Through investigating and analyzing the Status of in-process and ex-post supervision after the implementation of notification-promise system in public place health permission to summarize experiences,find deficiencies,and propose suggestions for improvement.Methods Investigating 162 health supervision institutions and 1382 public places selected from 16 provinces through questionnaires.Results The overall situation of in-process supervision after the implementation of notification-promise system was eligible,but it was urgent to make up the shortcomings.The expost supervision was difficult to be promoted,and relevant supporting measures were urgently needed.Conclusion It is necessary to strengthen communication and connection between license approval and supervision institutions,speed up the construction of the credit system,clarify the process of revocation of licenses,strengthen the team construction of primary health supervision institutions,and establish a platform to provide support and guarantee for strengthening the in-process and Ex-post supervision after the implementation of the notification-promise system.
