新技术变革下的我国城乡融合发展前瞻

The Prospect of Urban-Rural Integrated Development in China amid the New Technological Change

中国正处在城镇化发展的关键时期,《中共中央国务院关于建立健全城乡融合发展体制机制和政策体系的意见》提出分三步走到本世纪中叶健全城乡融合发展体制机制,而未来30年恰逢新技术变革快速发展阶段,工业化、信息化、城镇化、农业现代化四化同步,给我国城乡融合发展带来了新的机遇和挑战。我国应借鉴发达国家技术革命和城乡融合发展的经验,深入分析当前新技术变革的特点和我国城乡融合的现状,运用新技术推进法治建设,因地制宜促进农村产业发展,合理规划和布局乡村、城镇和城市,加快城乡融合发展。

China is in a critical period of urbanization development.In the Opinions on Establishing a Sound System,Mechanism and Policy Framework for Urban-Rural Integrated Development,the CPC Central Committee and the State Council set forth three steps to improve the system and mechanism for urban-rural integrated development by the middle of this century.The next 30 years will see rapid development thanks to new technological change,and common progress will be made in industrialization,IT application,urbanization and agricultural modernization,which will bring both opportunities and challenges to the urban-rural integrated development in China.China should learn from the experience of the developed countries in technological revolution and urban-rural integrated development,carefully analyze the characteristics of current new technological change and the current situation of urban-rural integration,use new technology to promote rule of law,tailor measures to local conditions to support the development of the rural industries,make reasonable planning and arrangements for the countryside,towns and cities,and accelerate the urban-rural integration.
