摘要
本文以郑州市科技创新效率为研究对象,构建科技创新效率投入产出评价指标体系,搜集整理相关指标的面板数据。首先,运用熵权-灰色关联模型对评价指标体系进行处理,然后借助软件DEAP2.1,运用数据包络分析(DEA)法对郑州市与其他国家中心城市的科技创新投入产出效率进行横纵向测算、比较,分析研究对象的综合技术效率、纯技术效率和规模效率的演化过程。结果表明,横向上,2019年,郑州市纯技术效率DEA有效,规模效率非DEA有效,综合技术效率非DEA有效,且与其他国家中心城市相比,效率值最低,科技创新率水平不高;纵向上,2011—2019年,郑州市的科技创新综合效率呈波动趋势,存在资源闲置和产出不足的现象。最后,根据测算结果和实际情况,提出完善政府政策、构建人才培养体系、统筹资金体系、促进科技中介服务体系建设等建议。
In this paper,Zhengzhou science and technology innovation efficiency was taken as the research object,and the input-output evaluation index system of science and technology innovation efficiency was constructed.Firstly,the entropy weight grey correlation model was used to deal with the evaluation index system.Then,with the help of DEAP2.1 software,the input-output efficiency of science and technology innovation of Zhengzhou and other national central cities was calculated and compared horizontally and vertically by using DEA method,and the evolution process of comprehensive technical efficiency,pure technical efficiency and scale efficiency of the research object was analyzed.The results show that horizontally,in 2019,Zhengzhou’s pure technical efficiency was DEA effective,scale efficiency was not DEA effective,and comprehensive technical efficiency was not DEA effective.Compared with other national central cities,Zhengzhou’s efficiency was the lowest,and the level of scientific and technological innovation rate was not high.Vertically,from 2011 to 2019,Zhengzhou’s comprehensive efficiency of scientific and technological innovation showed a fluctuating trend,with idle resources and insufficient output.Finally,according to the calculation results and the actual situation,this paper put forward some suggestions,such as improving the government policy,constructing the talent training system,coordinating the fund system,and promoting the construction of science and technology intermediary service system.
