中国基础研究论文时空分布演变与政策研究——把论文写在祖国大地上的思考

The Evolution of China’s Basic Research Papers in Time and Space and Policy Research: Reflections on Papers Published in China's Mainland

[目的/意义]基础研究对人类社会的发展和社会进步十分重要,在论文发表在祖国大地背景上,研究基础研究论文的时空分布具有重要意义。[方法/过程]文章借助重心、郝氏指数HHI、CI指数、产业集中度CR对20世纪80年代以来国内期刊基础研究论文数据进行定量分析,研究其区域布局的时空演变以及地区差距变化。[结果/结论]研究发现:自20世纪80年代以来,基础研究论文数量逐年上升,取得了瞩目成绩;基础研究的重心经度由东部向西部地区移动,移动方向稳定;重心纬度呈现"北部—南部—北部—南部"移动态势,属于正常调整;全国基础研究论文重心在中部地区,说明国内基础研究论文质量有待提高;基础研究论文的地区差距呈逐渐缩小趋势,发展态势良好。最后在以上研究的基础上提出了相关政策建议。

[Purpose/significance] Basic research is very important for the development of human society and social progress.It is of great significance to study the spatial and temporal distribution of basic research papers when the paper is published in the Chinese earth.[Method/process] This paper uses the center of gravity, Herfindahl-Hirschman Index, the CI index, and the industrial concentration CR to quantitatively analyze the data of Chinese basic research papers since the 1980 s to study the spatial-temporal evolution of regional distribution and changes in regional disparities.[Result/conclusion] The study found that: since the 1980 s, the number of basic research papers in China has increased year by year and has achieved remarkable results;the focus of basic research has shifted from the east to the west, the north shifted to the south and then to the north, and basic research in the central region improved rapidly;the focus of national basic research papers is concentrated in the eastern region, which has not fundamentally changed the state in which the eastern region is stronger and the central and western regions are weaker;the regional disparity in basic research papers is gradually decreasing, and the development trend is good.Finally, relevant policy suggestions are put forward based on the above research.
