Strengthen Intellectual Property Management in Colleges and Universities,Promote Transformation of Scientific and Technological Achievements

从国家相关政策要求、高校知识产权管理的重要性及目前管理现状和存在的问题等方面作出详尽说明,并针对具体问题提出解决对策:加强知识产权普及教育;培养专业人才;健全知识产权管理机构及制度;设立专项基金;建立知识产权信息服务中心;以专利工作为基础,打造“创新链”和“产业链”协同联动。进一步加强高校知识产权管理工作,推动科技成果转化真正落地生根。

This paper makes an explicit illustration about several aspects of the intellectual property,including the policy requirements,the importance of strengthening intellectual property management in universities as well as the current situation and existing problems.In addition,this paper proposes some solutions to specific problems:strengthening the popularization education of intellectual property;training professionals;establishing and improving intellectual property management institutions and systems;setting up special funds;establishing intellectual property information service center;building an“innovation chain”and an“industrial chain”on the basis of patent work so as to further enhance the intellectual property management work in colleges and universities,and enable the transformation of scientific and technological achievements to truly take root.
