绿色发展理念下光伏产业法律制度优化研究

Research on the optimization of the legal system in photovoltaic industry under the concept of green development

作为世界上最大的能源消费国之一,中国当下面临着不断增长的能源需求。在此背景下我们应积极贯彻绿色发展理念,走可持续发展路线。虽然我国光伏制造产业化水平已经很高,光伏发电效率不断提升,前景向好,但从制度层面上看,我国光伏产业配套法律制度仍不够完善,存在现行法律与产业发展需求不匹配的情况,从而制约着光伏发电在我国的发展。面对现存问题,应优化光伏产业配套法律制度,针对光伏发电的特殊性,以需求为导向,开展光伏产业专项立法工作,使太阳能的开发利用得以合理有序地进行。

As one of the world's largest energy consumers,China is currently facing the challenge of growing energy demand.In this context,we should actively implement the concept of green development and take the path of sustainable development.At present,the level of industrialization of photovoltaic manufacturing in China continues to increase,and the efficiency of photovoltaic power generation continues to increase.However,from the institutional level,the relevant legal system of China's photovoltaic industry is still not perfect,and there are cases in which the current law does not match the needs of the industrial development,which greatly restricts the development of photovoltaic power generation in China.To solve the present problems,we should optimize the legal system for the development of photovoltaic industry and carry on the work of specific legislation for the photovoltaic industry in view of the particularity of photovoltaic power generation with demand-orientation.So the solar energy development and utilization activities could be carried out in a rational and orderly manner.
