基于复杂适应系统视角的社区风险治理研究

Research on community risk governance from the perspective of complex adaptive system

社区风险治理成效提升迟缓、潜在效能流失、着力层面失衡等困境,制约了社区风险治理的现代化进程。把复杂适应系统理论应用于社区风险治理领域,实现智慧社区风险治理模式转型成为了社区发展的必然趋势。本文从庞杂异质的组件层面、相互嵌入的机理层面、协同权变的运作层面来分析社区风险治理困境的形成原因,从而提出社区通过不断学习和自我提升以实现可持续发展,并从结构、要素、流程环节等方面提出提升路径,以推进社区自适应能力的发展和社区风险治理能力的提高。

With the continuous development and coupling of various risk factors,the community risk governance in China is facing increasing pressure.Difficulties such as slow improvement of governance effectiveness,constant loss of potential efficiency,and general imbalance of efforts are increasingly emerging.Based on the complex adaptive system theory,the paper analyzes and reveals the causes of the dilemma of community risk governance from the level of heterogeneous components,the level of inter-embedded mechanism,and the level of cooperative contingency operation.It proposes that promoting the sustainable development of the community to enhance itself and overcome the difficulties of the community risk governance by learning and adapting.Therefore,the path design is proposed from the aspects of structure,elements and process to promote the transformation of the existing governance model from the model of“comprehensive disaster reduction demonstration community”to the model of“smart community risk governance”by the theory of complex adaptive system.
