摘要 施工行业竞争激烈,面临着各方面的挑战,承接项目非常不易。企业要想提高经营质量和效益,必须不断优化内部管理。施工企业通常设置3~5个管理层级,包含总部和项目,总部为决策中心和利润中心,一线项目为成本中心。总部肩负"引领、指导、服务、监督"的职能,项目通过落地执行相应的制度规范,推动施工生产经营,完成工程建设,优化组织管理,横向上要厘清各管理层级之间的责权利关系、规范管理界面,纵向上要明确各部门、岗位的职责体系,让岗位配置符合公司发展需求,同时,要充分发挥监督体系和人力资源管理的监督保障作用。 The construction industry is facing fierce competition and various challenges,so it is very difficult to undertake projects.If enterprises want to improve the quality and efficiency of operation,they must constantly optimize the internal management.Construction enterprises usually set up 3~5 management levels,including headquarters and projects.Headquarters is the decision center and profit center,and front-line projects are the cost center.The headquarters shoulders the functions of"guiding,directing,serving and supervising".The project implements the corresponding system and specifications,promotes the construction,production and operation,and completes the project construction.In order to optimize the organization management,we should clarify the relationship between responsibilities and rights of each management level horizontally,standardize the management interface,and clarify the responsibility system of each department and post vertically,so as to make the post allocation meet the development needs of the company.At the same time,we should give full play to the supervision and guarantee role of the supervision system and human resource management.
