施工行业竞争激烈,面临着各方面的挑战,承接项目非常不易。企业要想提高经营质量和效益,必须不断优化内部管理。施工企业通常设置3~5个管理层级,包含总部和项目,总部为决策中心和利润中心,一线项目为成本中心。总部肩负"引领、指导、服务、监督"的职能,项目通过落地执行相应的制度规范,推动施工生产经营,完成工程建设,优化组织管理,横向上要厘清各管理层级之间的责权利关系、规范管理界面,纵向上要明确各部门、岗位的职责体系,让岗位配置符合公司发展需求,同时,要充分发挥监督体系和人力资源管理的监督保障作用。
