公立医院纪检工作面临的问题和对策研究

Research on the Problems and Countermeasures of Discipline Inspection in Public Hospitals

医院的管理工作是一项纷繁复杂的工作,涉及多头管理,其中纪检监察工作对医院的发展尤为重要。良好的纪检工作可以将各种腐败问题扼杀于萌芽状态,对提高医院医疗服务质量至关重要,这也是医疗体制改革的重点所在。纪检监察对医院的未来发展意义非凡。该文就近年来医院在纪检工作方面存在的问题进行了分析,发现主要存在的问题有:纪检部门收到的大多数对医疗行为的举报多是以匿名形式,且许多都是不实的,有的甚至是诬告;一线医务人员参与医院纪检工作的积极性不高;医院纪检队伍建设滞后等。为此,该文建议医院纪检部门应以"三转"为契机划清主责主业;鼓励实名举报,对涉及的问题予以及时查证和澄清;以学习教育和宣传培训为抓手打造铁人队伍。

Hospital management is a complicated work,involving multi-head management,discipline inspection and supervision work is particularly important for the development of the hospital.Good discipline inspection can nip all kinds of corruption problems in the bud,and it is vital to improve the quality of hospital medical service,which is also the key point of medical system reform.Discipline inspection and supervision is of great significance to the future development of hospitals.This paper analyzes the problems existing in the discipline inspection of hospitals in recent years,and finds out the main problems are as follows:most of the reports on medical behaviors received by the discipline inspection department are in the form of anonymity,and many of them are false,and some are even false accusations;The enthusiasm of the front-line medical staff to participate in the discipline inspection of the hospital is not high;hospital discipline inspection team construction lag behind.Therefore,this paper suggests that the hospital discipline inspection department should take the"three transfers"as an opportunity to clarify the main responsibilities and main business;encourages real-name tip-offs,and promptly verifies and clarifies the issues involved;To study education and propaganda training as the starting point to build the Iron Man team.
