基于多维度的电能替代项目评价指标体系研究

Research on Evaluation Index System of Electric Energy Substitution Project Based on Multi Dimension

国家电网公司全面实施电能替代战略,大力推进电能替代项目,对项目进行技术、经济可行性分析后,在不同电能替代领域遴选出大量的项目进行实施,项目建成运营后的社会效益、经济效益、运行持续性等需要进一步确认,目前缺少全面、有效的评价方法,需要建立适用于电能替代项目的评价指标和评价体系,进而实现电能替代项目的多维度评价。鉴于此,该文驾驭文献资料法、逻辑分析法,遵循"是什么内涵、有什么价值、用什么指标、怎么操作"的脉络主线,解读了电能替代的内涵,分析了进行电能替代项目的价值,进而建构了电能替代项目评价指标体系——替代电量指标、经济性指标、环保性指标,并且选取了一个电能替代项目进行了全流程演示,以期有利于规范电能替代项目的评价,有助于支撑电能替代项目的效果评价,有益于推动电能替代项目规范化发展。

The State Grid Corporation of China(SGCC)has fully implemented the electric energy substitution strategy and vigorously promoted the electric energy substitution projects.After analyzing the technical and economic feasibility of the projects,a large number of projects have been selected in different electric energy substitution fields for implementation.The social benefits,economic benefits and operation sustainability of the projects after completion and operation need to be further confirmed.At present,there is a lack of comprehensive and effective evaluation methods.Then,it is suitable for the establishment of multi-dimensional evaluation index system of alternative project.In view of this,by using the methods of literature review and logical analysis,following the main thread of"what is the connotation,what is the value,what index to use,and how to operate",this paper interprets the connotation of electric energy substitution,analyzes the value of electric energy substitution project,and then constructs the evaluation index system of electric energy substitution project substitution electricity index,economic index,and environmental protection index,in order to standardize the evaluation of electric energy substitution project,to support the effect evaluation of electric energy substitution project,and to promote the standardized development of electric energy substitution project.
