Connotation and Practice of High Quality Development of Public Sports Service from the Perspective of Social Quality

目的为优化公共体育服务质量评价和促进公共体育服务质量持续改进提供理论基础。方法采用文献综述法,结合社会质量理论的核心理念研究,归纳并分析了社会质量理论视阈下公共体育服务高质量发展的内涵及适应性。结果与结论其一,认为“以人为本”为价值理念的社会质量管理范式与现阶段倡导“以民为本”的服务型政府具有高度的耦合性,社会质量理论将为公共体育服务高质量发展提供一个新的理论视角和理论框架;其二,认为公共体育服务高质量发展取决于公共体育服务社会经济保障、公共体育服务社会融入、公共体育服务社会参与以及公共体育服务赋权的发展状况。基于此提出推进公共体育服务高质量发展的实践路径:坚持质量第一,强化公共体育服务社会经济保障;坚持效益优先,增强公共体育服务社会融入;坚持共创共享,推进公共体育服务社会参与;坚持标准引领,提升公共体育服务社会赋权。

Objective To provide a theoretical basis for optimizing the evaluation of public sports service quality and promoting the continuous improvement of public sports service quality.Methods Using literature review method,combined with the core concept research of social quality theory,summarize and analyze the connotation and adaptability of the high-quality development of public sports services under the visual threshold of social quality theory.Results and Conclusion Based on theoretical analysis,first,it is believed that the social quality management paradigm of"people-oriented"as its value concept is highly coupled with the service-oriented government that advocates"people-oriented"at this stage,and social quality theory will be public The high-quality development of sports services provides a new theoretical perspective and theoretical framework;second,it is believed that the high-quality development of public sports services depends on the social and economic security of public sports services,social integration of public sports services,social participation in public sports services,and public sports services.Based on the development status of public sports rights,a practical path to promote the high-quality development of public sports services is proposed:quality first,and social and economic security of public sports services should be strengthened;priority should be given to benefits,and social integration of public sports services should be enhanced;Public sports services for social participation;adhere to standard guidance to enhance public sports services for social empowerment.
