American Eastern-European Ethnic Group and NATO’s Eastward Expansion in Post-Cold War Era--Taking the“Central and Eastern European Coalition”as the Analysis Center

在北约向欧洲东部扩张的过程中,美国东欧裔族群以"中欧—东欧联盟"为主要活动载体,以推动中东欧国家成为北约成员国为主要目标,期望通过重构中东欧国家形象论证加入北约的合理性,对美国北约东扩政策施加影响。"中欧—东欧联盟"游说活动的成功与自身资源、外交政策目标的一致性与相容度以及国际政治环境等主客观因素密切相关。2008年以来,受到客观政治环境的干扰,美国东欧裔族群只能有条件地施加低烈度且不可或缺的影响。

In NATO’s eastward expansion,the American Eastern-European ethnic group take the"the Central and Eastern European Coalition"as the main activity carrier,with the goal of promoting the Central and Eastern European countries to become the formal members of NATO,to demonstrate the rationality of the Eastern European countries’accession to NATO by reconstructing the image of the Central and Eastern European countries,and exert influence on the American NATO’s eastward expansion policy.The success of CEE lobbying is closely related to its own resources,the consistency and compatibility of foreign policy objectives as well as the international political environment.Since 2008,the political lobbying activities of CEE have gradually encountered a bottleneck due to the interference of the external political environment.Because ethnic groups are difficult to penetrate the foreign policy-making process and are easily disturbed by the objective political environment,the ethnic groups in eastern Europe can only exert a low intensity and indispensable influence conditionally.
