世界一流大学的外溢效应与城市建设——以武汉市为例

Spillover Effects of World-class Universities and Urban Construction:Taking Wuhan as an example

世界一流大学发展与城市发展是相辅相成、相互促进的。本文以武汉市为例,研究城市与世界一流大学协同发展的规律与经验。研究发现,依托地缘优势,城市通过政策支持、资源支撑、学科引导、经济助推等手段,加快世界一流大学的建设;世界一流大学则在外溢效应下,通过实现区域辐射力、科技引领力、文化影响力、社会贡献力四"力"联动,有效服务城市区域战略需求,提升城市的核心竞争力。本文认为,武汉市的经验为中国各大城市打造国际大都市和建设世界一流大学提供了借鉴。

The development of"world-class"universities and urban development are complementary and mutually reinforcing.This paper studies the regular pattern and experience of the coordinated development of cities and"world-class"universities with the example of Wuhan and finds that relying on geographical advantages,cities can speed up the construction of world-class universities by means of policy support,resource support,discipline guidance,economic promotion,etc.;under the spillover effects,"world-class"universities can effectively serve the city’s regional strategic needs and enhance the core competitiveness of cities by achieving the linkage of four"forces",including regional radiation,scientific and technological leading power,cultural influences,and social contribution.Major cities in China can learn from Wuhan’s experience in the process of building international metropolis and"world-class"university.
