中国共产党治理高等教育的百年进路及基本逻辑

The Path of the Communist Party of China in Governing Higher Education for a Century and Its Basic Logic

我国高等教育领域已经进入全面深化改革深水区,要求有效推进高等教育治理体系及治理能力现代化,而这离不开中国共产党这一高等教育治理核心主体的根本领导。回望建党百年,中国共产党治理高等教育累积了宝贵的历史经验,突出表现在:以独立自主为特征的“自治”、以整顿重建为特征的“政治”、以施策立法为特征的“法治”和以立德树人为特征的“德治”,形成了不断完善的马克思主义中国化的整体性治理特征。中国共产党对高等教育的治理以“坚持党对教育事业的全面领导”为逻辑基点,以“坚持社会主义办学方向”为逻辑起点,以“坚持以人民为中心发展教育事业”为逻辑终点,以“坚持不断开辟当代中国马克思主义发展新境界”为逻辑中介,由此形成了中国特色社会主义高等教育治理的基本逻辑。当前乃至未来,治理现代化是中国共产党治理高等教育的新时代目标,亟须实现高等教育现代化的治理目的;构建三维多层新格局的治理体系;促进“四治”治理技术的有机融合;探索效能主客观评价法的治理效能。基于此,这一治理现代化的理论与实践将为全球高等教育治理提供“中国经验”,有助于推动全球高等教育的良善之治,促进全球高等教育公共利益最大化,不断开辟高等教育“中国之治”新境界。

It has entered the“deep water”zone of comprehensively deepening reform in higher education in China,requiring effective promotion of governance system of higher education and the modernization of government governance,and this is inseparable from the fundamental leadership of the Communist Party of China,the core subject of higher education governance.Looking back at the 100th anniversary of the founding of the CPC,the CPC has accumulated valuable historical experience in governing higher education,which is prominently manifested in“autonomy”characterized by independence,“politics”characterized by rectification and reconstruction,“governing by law”characterized by policy and legislation,and“governing by virtue”characterized by morality,and it has formed the characteristics of the holistic governance experience of the Sinicization of Marxism.The CPC’s governance of higher education takes“adhering to the Party’s comprehensive leadership of education”as the logical basis,“adhering to the direction of socialist education”as the logical start,“adhering to the people-centered development education”as the logical terminal,and“persisting in continuously opening up a new realm of contemporary Chinese Marxism development”as a logical intermediary,which constitutes the basic logic of socialist higher education governance with Chinese characteristics.At present and in the future,the governance modernization will be the new era goal of the CPC in governance of higher education,which urgently needs to realize the governance objectives of higher education modernization;build a three-dimensional multi-layer governance system;promote governance technologies that integrate the“four governances”;explore the governance effectiveness of the subjective and objective evaluation method of effectiveness.Based on this,this theory and practice of governance modernization will provide“Chinese Experience”for global higher education governance,help promote the good governance of global higher education,maximize the public interests of global higher education,and continuously develop the new realm of“China’s Governance”.
