The Streamlining of the Anti Japanese Base in Shandong Province

山东抗日根据地的精兵简政是山东人民的抗战处在最艰难困苦的时期登上历史舞台的,完全是为了适应当时山东抗日根据地对敌斗争客观形势的需要。其推进过程大致分为1942年春夏和1942年9月以后两个阶段。第一个阶段的特点是以紧缩编制为中心,自上而下的逐步展开;第二个阶段的特点是一方面继续坚决精简,一方面转变思想工作作风,提高工作效率。在中共中央山东分局和山东省战时工作推进委员会的领导和带动下,山东抗日根据地的精简工作步步深入,并取得了很大成效。这对于提高党政军民机关工作效率,增强部队战斗力,减轻人民负担都产生了重要作用。

In order to meet the needs of the objective situation of Shandong Anti Japanese base,the streamlining stepped onto the historical stage in the most difficult period of the Anti Japanese War of Shandong people.The process of its advancement could be roughly divided into two stages:spring and summer of 1942 and after September of 1942.Under the leadership of Shandong Sub-Bureau and Shandong Provincial Government,the work of streamlining of the Anti Japanese base areas in Shandong Province had been deepened step by step and achieved great results.This had played an important role in improving the working efficiency of the mass organs,enhancing the combat effectiveness of the army and reducing the burden of the people.
