江苏省2017年-2019年疾病应急救助申请的回顾性分析

A Retrospective Analysis on the Application of Rescue for Emergency Diseases in Jiangsu Province from 2017 to 2019

目的通过分析江苏省疾病应急救助基金申请,为不断完善疾病应急救助工作,保障特殊人群提供借鉴依据。方法通过江苏省疾病应急救助信息平台数据检索,收集2017年1月1日-2019年12月31日623例疾病应急救助申请信息,剔除无效数据40例,采用EpiDate3.1、Excel 2007软件对583例有效信息建立数据库,按照疾病应急救助基金申请的发生地区、患者基本情况、疾病种类、救助类别等进行整理统计,同时利用SPSS22.0软件通过单因素分析患者年龄与救助费用之间的关系。结果苏北地区的疾病应急救助基金申请占全省申请数量的46%,苏中地区全省申请数量的13.2%,苏南地区占全省申请数量的40.9%;0岁~30岁组别申请疾病应急救助基金的最多,占42.2%;突发心脑血管疾病和外伤是申请的主要疾病种类;年龄因素与医疗费用之间存在显著性统计学意义。结论疾病应急救基金在申报过程中存在填报失实,以及申请数量或申请金额与实际发生数量存在偏倚等情况,建议从简化申请路径、健全组织架构、完善信息上报平台等方面进一步优化具体申请流程并实施常态化管理。

Objectives Through the analysis of 583 cases of application for disease emergency relief fund from 2017 to 2019 in Jiangsu province,this paper provided reference basis for the continuous improvement of emergency relief work for diseases and the protection of special groups.Methods EpiDate3.1 and Excel2007 were used to establish the database,and the statistics were collected according to the place where the application for the emergency fund for disease occurred,the basic situation of the patients,the types of diseases and the types of assistance,etc.At the same time,SPSS22.0 software was used to analyze the relationship between the age of the patients and the assistance cost by single factor.Results The application of emergency fund for disease relief in northern Jiangsu accounted for 46% of the total,13.2% in central Jiangsu,and 40.9%in southern Jiangsu.The group aged 0-30 applied the most for the emergency fund,accounting for 42.2%;sudden cardiovascular and cerebrovascular diseases and trauma are the main types of diseases.There was significant statistical significance between age and medical expenses.Conclusions The emergency fund for disease relief was an effective supplement to the multi-level universal medical security system in our province.
