摘要
政府购买公共体育服务政策的有效执行是体育治理能力和治理能力现代化提升的关键。运用文献资料法、专家访谈法、逻辑分析法、实地调研法,借鉴史密斯政策执行模型分析我国政府购买公共体育服务的政策执行现状。研究认为,我国政府购买公共体育服务政策执行存在问题:政策文本系统性缺失,操作性不足;政策执行主体差异化突出;执行客体的逐利性和短视行为;政策的执行环境不良以及执行机制不畅。政策执行的优化路径需要完善顶层设计,强化政府购买公共体育服务的政策体系;强化能力,提升执行主体的责任意识;增强公共服务意识,提升目标群体的大健康素养;拓宽政策执行资源,优化政策的执行环境;完善政策执行机制,提升政策执行效率。
The effective implementation of the policy for government purchasing public sports services is the key to the modernization of sports governance ability and governance ability.By using the method of literature,expert interview,logical analysis and field research,this paper analyzes the current situation of policy implementation of Chinese government's purchase of public sports services by referring to the policy implementation model of Smith.According to the research,there is a systematic lack of policy text and insufficient operability.Policy implementation main body differentiation is prominent;there is profit-driven and short-sighted behavior of the execution object;the policy implementation environment is bad and the implementation mechanism is not smooth and so on.The optimal path of policy implementation needs to perfect the top-level design and strengthen the policy system of government purchasing public sports services;strengthen the ability and enhance the responsibility consciousness of the executive body;enhance the awareness of public service and improve the health literacy of target groups;expand the resources of policy implementation and optimize the environment of policy implementation.
