根据建设项目竣工环境保护验收技术指南等要求,结合工作实践,总结了精细化工项目竣工环保自主验收过程中的一些经验。现场查验应重点对批建一致性、环保措施落实情况以及采样可达性进行确认;竣工验收监测方案编制过程中应重点考虑共线产品和特定工序的生产安排;现场监测应注意采样时间段的代表性,风量核算的准确性,以及监测频次的有效性;达标性判断应考虑项目污染物总量控制要求。

In light of the requirements of the Technical Guidelines of Environmental Protection Completion Acceptance of Construction Projects,lessons learned from practical experiences during independent environmental protection acceptance process of fine chemical construction projectswere summarized.Specifically,key focuses of onsite inspection should be on the consistency between actual construction and that of approval,the completion of environmental protection facilities and accessibility of sampling places.Monitoring plan formulation process should take into consideration the common production lines and the production arrangement of special processes.Attention should be drawn for onsite monitoring work on the representativeness of the sampling period,the accuracy of air volume calculation,and the effectiveness of monitoring frequency.The judgment of compliance status should consider the requirements on total mass loading of emissions.
