医药制造企业危险化学品安全管理现状与对策

Problems of Safety Management of Hazardous Chemicals in Pharmaceutical Manufactures and Solutions

近年来危险化学品领域系统性安全风险十分突出,高校实验室、科研机构、化工企业等危险化学品使用单位安全事故频发,国家逐渐加大危险化学品使用单位的监管力度。医药制造企业是典型的危险化学品使用企业,普遍存在使用、储存危险化学品的现象,且危险化学品使用数量大、品种多。这些危险化学品一旦管理不当,极易引发火灾、爆炸和中毒事故。为了强化医药制造企业安全监管,摸清医药制造企业安全管理现状,通过对B市12家医药制造企业进行现场调研,重点对危险化学品储存场所、实验室和生产车间进行实地走访,统计分析医药制造企业安全管理和安全条件方面存在的突出问题。针对发现的问题提出新形势下医药制造企业危险化学品安全管理的对策措施。

In recent years,systemic safety risks in hazardous chemical management are on the rise.Accidents related to hazardous chemical management problems in university laboratories,scientific research institutions and chemical enterprises are growing,and state efforts have been stepped up to ensure safety of hazardous chemical use.An area in need of attention is pharmaceutical manufacturing enterprises,where a wide range and a big quantity of hazardous chemicals are stored and used.Improper safety management or management failure are very likely to cause fire,explosion,and poisoning accidents in these enterprises.To address this problem,we carried out field research in 12 pharmaceutical manufacturing enterprises in Beijing,inspected their warehouses,laboratories,and workshops,and analyzed existing problems on safety facilities and systematic safety management.And some countermeasures are presented in light of safety supervision to fix these problems.
