摘要
以欧盟铁路互联互通技术规范(TSI)要求为基础,针对铁路控制、指挥与信号子系统(CCS)中的自主化CTCS-3级列控车载设备,进行TSI认证过程解析。分析解读欧盟铁路相关标准之间的关系,阐述自主化CTCS-3级列控车载设备应满足的欧盟铁路功能需求及差异,并对系统认证方案中需要确定的认证部件、认证模块和认证基线进行分析,逐一说明选择过程中应考虑的主要因素。进一步梳理TSI认证过程中制造商或申请者需执行的认证流程,明确市场准入前系统应满足的条件,其中对认证流程中公示机构的评估过程进行详细描述,阐释评估程序和注意事项,并对后续认证工作提出建议。
Based on the requirements of the European Union Railway Technical Specification for Interoperability(TSI),the TSI certification process is analyzed for the autonomous CTCS-3 train control on-board equipment in the control,command and signal subsystem(CCS).The relationship between relevant EU railway standards is interpreted,and the EU railway functional requirements and differences are elaborated.Autonomous CTCS-3 train control on-board equipment is analyzed in terms of certification components,certification modules and certifications that need to be determined in the system certification scheme.Furthermore,the certification processes that manufacturers or applicants need to perform are defined and the conditions that the system should meet before market access are clarified.Meanwhile,the assessment process of the public institution in the certification workflow is described in detail.At last,the assessment procedures and precautions are explained and recommendations are made for follow-up certification work.
