摘要
国际海事组织(IMO)正在制定的船舶第二代完整稳性衡准规范中明确了对于无法通过第一和第二层薄弱性衡准校核的船舶,可通过施加营运限制或施行操船指南的方式使其达到规范要求的安全水平。论文聚焦骑浪/横甩稳性失效模式,阐述规范中与其相关的营运限制及操船指南制定方法。应用规范中提供的有限散布表方法和简化操船指南法对国际标模ITTC-A2渔船和我国的一艘围网渔船进行了计算研究和对比分析。结果表明,对于选取的样船,根据有限散布表法的计算结果施行营运限制将是十分不利的,在有义波高接近1 m的情况下船舶就将无法营运;推荐采用简化操船指南的方式,在不利海况中降速20%左右,以确保船舶的航行安全。这项研究为无法通过第二层骑浪/横甩薄弱性衡准校核的船舶提供了营运操船方面的解决方案,为国内更好应对二代稳性规范将带来的冲击和挑战作相应的技术储备。
International Maritime Organization(IMO)is working the second generation intact stability criteria,in which it is proposed that the required safety level may be achieved by implementing operational limitations or operational guidance for ships fail to pass the Level 1 and Level 2 vulnerability criteria check.This paper focuses on the surf-riding/broaching stability failure mode,and elaborates methods to establish the operational limitations and operational guidance related to this stability failure mode.The limited scatter table and simplified operational guidance are adopted to perform the calculation for the international benchmark ship ITTC-A2 seiner and a domestic seiner.The result shows that for the two sample ships,it is very disadvantageous to apply the operational limitation according to the limit scatter table:the two ships will be forbidden to operation under wave height only less than 1 meter.It is recommended to apply the simplified operational guidance,and the ships just need to reduce speed by about 20%under adverse sea conditions to ensure the safe navigation.This study provides some solutions of operation for ships fail to pass the Level 2 surf-riding/broaching criteria,which may be referred by the domestic industry to deal with the coming impact and challenge of the second generation stability specification.
