The Necessity of Xilingol League Weather Modification in Disaster Prevention and Mitigation

目前防灾减灾上升为国家战略和国家治理体系重要组成部分"发挥气象防灾减灾第一道防线作用"。人工影响天气需进一步发挥趋利避害作用。锡林郭勒盟草原正在从传统牧业生产,转型升级到保障牧区草原生态文明建设修复;锡林郭勒盟辖区内在春季发生的草原火灾时,配合地方政府部门有效组织实施飞机和地面增雨(雪)作业,为防火、灭火作出积极贡献;通过人工影响天气可以影响局部大气,为顺利举办重大公共活动和保障人们的出行与健康创造有利的环境条件。为落实锡林郭勒盟牧业振兴战略,聚焦牧业增效、牧民增收、修复草原生态,结合牧业饲养结构调整和牧区特色产业发展规划,有效发挥人工影响天气在牧区振兴战略、防灾减灾救灾、生态文明建设等国家重大战略实施和重点领域的保障支撑作用。

Nowadays,disaster prevention and reduction has become an important part of National Strategy and national governance system,"to play the role of the first line of defense in meteorological disaster prevention and reduction".Therefore,manmade weather modification needs to play a more beneficial and harm-avoiding role.The XILINGOL League,which is in the process of moving from traditional animal husbandry production to the protection and restoration of the ecological civilization of the pastoral areas,is in the midst of a grassland fire in the spring in the Xilingol League,cooperate with local government departments to effectively organize and implement aircraft and ground rain(snow)operations,and make positive contributions to fire prevention and fire fighting,to create favourable environmental conditions for the successful organization of major public events and the safeguarding of people’s mobility and health.In order to implement the Xilingol League’s strategy for the revitalization of animal husbandry,focusing on increasing the efficiency of animal husbandry,increasing the income of herdsmen,and rehabilitating the grassland ecology,combining the adjustment of animal husbandry structure and the development plan for the characteristic industries in the pastoral areas,we will give full play to the role of weather modification in supporting the implementation of major national strategies and in key areas,such as the strategy for revitalizing pastoral areas,disaster prevention and reduction and relief,and the building of a sound ecological environment.
