摘要
构建适应京津冀职业区域教育协调发展的治理机制,对于促进京津冀区域职业教育协调发展具有重要意义。采用质性研究方法,选取京津冀三地政府部门工作人员、研究者、职业院校管理者、教师等作为研究对象,就京津冀区域职业教育协调发展治理机制形成的困境对其进行深度访谈。结果表明:协调主体定位不明晰,缺乏协调制度,协调机制不健全,缺少协调文化氛围,协调关系不稳定,这是导致京津冀区域职业教育协调发展治理机制处于较低水平的主要原因。认为多元主体推进是治理机制形成的关键,主体协调是基础,制度协调是核心,文化协调是动力。
It is of paramount significance to build a governance mechanism that adapts to and promotes the coordinated development of vocational education in Beijing-Tianjin-Hebei Region.Using qualitative research approach,this paper selects some people including government personnel,researchers,vocational college administrators and teachers from Beijing-Tianjin-Hebei Region as research objects to conduct in-depth interviews on the dilemma of the governance mechanism of the coordinated development of vocational education in Beijing-Tianjin-Hebei region.The interview results show that the low level of the governance mechanism is the result of unclear positioning of the coordination subject,imperfect coordination mechanism,lacking cultural atmosphere of coordination and the unstable coordination relationship.The author thinks that the promotion of multi-subjects is the key to the formation of governance mechanism,with coordination of subjects serving as the foundation,coordination of institutions as the core,and coordination of culture as the driving force.
