农业产业融合发展的国际经验与启示

International Experience and Enlightenment of the Integration of Agricultural Industry

农业产业融合发展是我国主动适应新发展形势的必然选择,是加快农业发展方式转变、推进乡村产业振兴、实现农业现代化的重要途径。发达国家在推进农业现代化进程中,已形成多种成熟的农业产业融合发展模式,并积累了丰富经验,具有较强的借鉴意义。重点选择德国循环农业、日本和韩国六次产业、法国乡村旅游和美国精准农业融合模式进行分析,总结其在法律法规、政策措施、技术研发、社会组织、人才培养和管理机制等方面的经验做法。针对我国农业产业融合发展存在的融合程度不高、新型经营主体带动能力不强、利益联结机制松散、先进技术要素扩散渗透不够深入、农民综合素质偏低等问题,提出建立健全法律法规、培养多元融合主体、创新投融资机制、加强技术研发推广和培养专业技术人才等对策建议,以期为推动我国农业产业融合发展提供参考。

The industrial integration of agriculture is an inevitable choice for China to actively adapt to the new development situation and an important way to accelerate the transformation of agricultural development pattern,promote the revitalization of rural industry and achieve agricultural modernization.In the process of promoting agricultural modernization,developed countries have formed a variety of mature models for industrial integration of agriculture and accumulated rich experience,which has a strong reference significance.It focuses on the analysis of integration modes of circulating agriculture in Germany,sixth-industrialization of Japan and South Korea,French rural tourism and American precision agriculture,and summarized experiences and practices in laws and regulations,policy measures,technology research and development,social organizations,talent training and management mechanism.In view of the problems existing in the integration of agricultural industry in China,such as the low degree of integration,the weak driving ability of new business entities,the loose mechanism of interest connection,the insufficient diffusion and penetration of advanced technology,and the low comprehensive quality of farmers,this paper put forward recommendations as follows:establishing and improving laws and regulations,cultivating multiple integration entities,innovating investment and financing mechanism,strengthening technology research and promotion and training technical talents,in order to provide reference for promoting the integration of agricultural industry in China.
