大连市水资源可持续开发利用分析

Analysis on sustainable development and utilization of water resource in Dalian city

大连市是我国水资源严重短缺的城市,2014年大伙房水库输水应急入连工程的正式通水在一定程度上缓解了大连市水资源不足的问题,但是,随着全域城市化发展的逐步深入,对水资源的开发利用提出了更高要求。为探索大连市水资源可持续开发利用途径,通过对大连市在人均综合用水量、万元GDP用水量、万元工业增加值用水量、农村人均生活用水量、农田灌溉亩均用水量等六个主要方面的用水效率指标变化情况,以及主要流域水资源开发利用程度的分析认为:大连市自2004年以来供用水量先是增长迅速再平缓波动,用水比重为生活用水>农业用水>工业用水;用水效率工业节水和农业节水水平处于国内前列,生活节水不及全国平均水平,节水仍存在较大的潜力。建议采取两库连通多源保障、渠系改造水价改革、科技节水提高回用、加强执法强化宣传等措施。

Dalian is a city with a serious shortage of water resources in China.The completion of the emergency water supply project of Dahuofang Reservoir in 2014 alleviated the problem of shortage to a certain extent.However,with the gradual deepening of global urbanization,further requirements are put forward for the development and utilization of water resources.In order to explore ways of sustainable development and utilization of water resource in Dalian city,comprehensive water consumption per capita,water consumption per 10000 yuan of GDP,water consumption per 10000 yuan of added industrial value,water consumption of per rural capita and per mu of farmland irrigation of Dalian city were studied.Based on the analysis of the changes of these water use efficiency indicators and the degree of development and utilization among major basins,it can be summarized that,since 2004,the water supply of Dalian firstly increased rapidly and then fluctuated gently,and the proportion of domestic water consumption was larger than that of agricultural water,then industrial water consumption.Regarding of water use efficiency,the level of industrial water-saving and agricultural water-saving is in the forefront of the country.The domestic water-saving level is lower than that at national average level,which indicates that there is still great potential in water-saving actions.It is suggested that measures such as multi-source guarantee of connection between the two reservoirs,reformation of water price in the transformation of canal system,improvement of water-saving in science and technology,perfection of law enforcement and promotions should be taken.
