Integration of Elderly Services in Yangtze River Delta:Needs Assessment and Realization Path

实现长三角区域内养老资源的互补互融,是贯彻落实党的十九届五中全会精神的应有之义。长三角四地要将区域养老服务一体化上升到推进民生福祉、高质量发展的高度,提升治理能力,构建良好的养老服务协同机制;增强要素支持,多方参与提升照护能力;改革养老“三支柱”,优化养老金融体系;医养有机衔接,激活异地养老内在潜力;强化融媒体推广,创新异地养老宣传方式。

Achieving the complementary integration of regional elderly services resources is the right thing to do to implement the spirit of the Fifth Plenary Session of the 19th CPC Central Committee.The four regions of Yangtze River Delta should raise the integration of regional elderly services to the height of promoting people’s well-being and high-quality development,enhance governance capacity and build a good synergistic mechanism for elderly services;strengthen factor support and enhance care capacity with the participation of multiple parties;reform the“three pillars”of elderly services and optimize the financial system of elderly services;organically connect medical and health care to activate the potential of elderly services in other places;and strengthen media promotion and innovate ways to promote elderly services in other places;strengthen the promotion of integrated media,and innovate ways to promote off-site retirement.
