我国海洋经济高质量发展水平测度及空间差异

Measurement and Spatial Difference of High-quality Development Level of Marine Economy in China

从新发展理念出发,构建衡量新时代海洋经济高质量发展水平的测度体系,利用熵权TOPSIS法进行实证测度并分析其空间分布。结果显示,我国海洋经济高质量发展综合水平整体偏低,且存在明显的空间差异;不同省份的子系统水平具有不同的表现特征;11个沿海省份被划分为明星型、平庸型和落后型三种类型;不同经济区的发展水平呈现不同的规律。为此,提出进一步促进海洋经济高质量发展的对策建议:发展理念要由追求数量扩张向注重质量提升转变、重点提升海洋经济高质量发展的综合水平、协同提升海洋经济高质量发展的各子系统水平。

Based on the new development concept,a measurement system is built to weigh the high-quality development level of marine economy in China in the new era.This paper applied entropy weighted technique for order preference by similarity to ideal solution(TOPSIS)method to make empirical measurement and analyzed its spatial distribution patterns.The result shows that the overall high-quality development level of marine economic in China is relatively low and the spatial differences are obvious;various subsystem levels of marine economy show different performances in different provinces;11 coastal provinces are divided into three types:celebrity type,mediocre type and backward type;and the development levels in different economic zones present different characteristics.Countermeasures and suggestions have been put forward for improving the high-quality development level of marine economy.Development concept should change from pursuing quantity expansion to focusing on quality improvement.It is necessary to focus on improving the comprehensive level of high-quality development of marine economy and cooperatively promote the level of subsystems of high-quality development of marine economy.
