乡村产业振兴、人才振兴是我国农村农业迫切需要解决的两个核心问题。国家统计数据与实地调查数据显示,有在外学习、工作经历的返乡青年,已成为乡村创业的重要力量,他们壮大了新型农业经营主体,推动乡村产业不断创新、延伸与融合,他们采用现代互联网信息新技术,追求更高的个人经济与社会价值。支持帮助返乡青年更好地利用农村地区良好生态与优势资源,探索乡村新产业新业态发展路径,是解决我国乡村产业振兴、人才振兴问题的重要抓手。
