Governance Logic and Path Optimization of Centralized Resettlement Communities in Cities and Towns for Relocated Poverty Alleviation:A Case Study of Settlement H

易地扶贫搬迁城镇集中安置模式,承载着巩固移民脱贫成果和推动新型城镇化发展的双重政策目标。后搬迁时代,安置社区成为双重政策目标得以实现的重要载体,把握安置社区治理逻辑,优化治理路径对于巩固移民脱贫成果,实现"稳得住、能发展"目标具有关键作用。聚焦于对H城镇集中安置点的实地调查和相关政策文本分析,呈现该安置社区治理的基本情况,分析阻碍社区治理的相关因素,进而提出安置社区治理的优化路径:加强基层党建,推动社区公共服务一体化;提升移民主体性,激发安置社区内生动力;培育社区共同体意识,促进社区融合。旨在阐释易地扶贫搬迁安置社区治理逻辑与巩固移民脱贫成果的内在关联,为优化治理路径,提升治理成效提供有益借鉴。

The centralized resettlement model of relocated poverty alleviation carries the dual policy objectives of consolidating the poverty alleviation achievements of migrants and promoting the development of new urbanization.In the post-relocation poverty alleviation era,the resettlement community has become an important carrier for the realization of the dual policy goals.Grasping the governance logic of the resettlement community and optimizing the governance path are crucial to consolidating the results of poverty alleviation for migrants and achieving the goal of"stability and development".Focusing on the field survey and the analysis of relevant policy texts in the centralized resettlement site of H town,we present the basic situation of the governance of the resettlement community,analyze the factors that hinder the governance of the community,and then propose the optimal path of the governance of the resettlement community:strengthening the grassroots party construction and promoting the integration of community public services;enhancing the subjectivity of migrants and stimulating the endogenous power of the resettlement community;cultivating the sense of community community and promoting community integration.The aim is to explain the intrinsic correlation between the logic of governance of resettlement communities for poverty alleviation and consolidation of migrants'poverty alleviation achievements,and to provide useful reference for optimizing the governance path and improving the effectiveness of governance.
